  • 2 tablespoons (28g) water
  • 1/4 teaspoon salt
  • 1 teaspoon baking powder
  • 2 scallions, white parts chopped finely and green parts sliced about 1/4" wide
  • large handful of fresh herbs, coarsely chopped (cilantro, parsley, dill, tarragon, chives, etc. ...)
  • vegetable oil, for frying
